Job Summary

The Director of Facilities Management is responsible for maintaining a safe, clean and comfortable physical environment for patients, employees, medical staff and the public in accordance with policies, procedures, standards and practices set forth by New York State Department of Health, JCAHO/DNV, and other regulatory agencies including the NFPA 101 Life Safety Code.  The Director of Facilities Management is responsible for the management of all engineering team members.  The Director is responsible for the supervision of operation and maintenance of multiple buildings and structures within MVHS.  Works under the general direction of the Vice President for Support Services.

Core Job Responsibilities

  • Assume full accountability for peak performance of building systems in a 24/7 environment.  Identify, analyze and resolve complex facilities and engineering operational issues across multiple locations.  
  • Oversee the maintenance and repair schedules for equipment and facilities.  Ensures contracts and service agreements meet facility standards and needs.
  • Build and maintain productive internal and vendor work relationships to optimize operations.
  • Ensure managers are properly supported with tools, equipment, materials, information management systems, training and human resources required.
  • Direct the orientation and development of all facilities and maintenance staff.  
  • Develop and maintains positive, collaborative relationships with leadership.
  • Assume responsibility for a quality environment, setting performance improvement priorities and supporting improvement activities by providing adequate resources to achieve improvement.  Develop strategies to address problems before they occur. 
  • Responsible for compliance with regulations, policies and standards.  Prepare the facility for regulatory inspections from DOH, DNV, CMS and other regulatory and accrediting entities. 
  • Provide leadership support and direction to the environment of care committees, including the emergency management team. 
  • Oversee major construction and renovation projects, working closely with key internal and external stakeholders. 
  • Identify, analyze and resolve interior design and space-related problems due to growth, technology and restructuring with goal of maximizing space utilization.
  • Responsible for ensuring offsite building/property management and tenant relationships are consistent with lease terms and aligned with the organization's strategic goals.
  • Facilitate the development of annual department-based performance improvement plans, goals and monitoring tools in collaboration with division leaders.
  • Promote regular communication, problem solving and program planning within the Facilities department. 
  • Contribute to the development of annual capital budgets including capital equipment and building projects.
  • Monitor divisional salary and non-salary budget expenses.
  • Keep leadership up to date on problems, issues and progress towards goals.
  • In partnership with leadership and Human Resources, make decisions or recommendations related to performance management, hiring, transfers, corrective actions, terminations, etc.  Resolve staff issues and grievances in a fair, timely and consistent manner, also in partnership with HR
  • Maintain professional affiliations and enhance professional growth and development to keep up with the latest trends in health care and facilities services.
  • Flexible and available to respond to emergencies or support facility projects on weekends, holidays and evenings. 
  • Perform related duties as assigned.
     

Education/Experience Requirements

REQUIRED:    

  • Bachelors of Science degree in Engineering or related field / or equivalent Healthcare facilities experience.
  • (7) years in building trades including a minimum (4) years of experience as maintenance director or charge supervisor in a health care facility.
  • Strong working knowledge of regulatory environment of care code requirements (DNV/ JCAHO, DOH etc.), Occupational Health & Safety Administration (OSHA), NFPA 101 Life Safety codes, Federal Department of Homeland Security, NYS Office of Homeland Security and the National Integrated Accreditation of Healthcare Organizations (NIAHO) standards.  Track record of achieving regulatory compliance in assigned areas.
  • In depth familiarity with electrical, plumbing, high-pressure steam systems, and HVAC systems.  
  • Knowledge and experience with planning, design, and construction, maintenance/mechanical operations, building permits, environmental & hazardous waste, emergency systems, fire safety, contract negotiation,  energy efficiency, electric demand, utilities systems equipment, maintenance inventory control, preventive maintenance programs, elevator control systems, and budgeting.
  • Track record of managing multiple leaders and developing a successful team culture.
  • Demonstrates success in problem-solving abilities and removing potential barriers to success in assigned areas.
  • Excellent interpersonal skills and the ability to work and communicate with all levels of staff.  Must have an open, visible and approachable style.
  • Highly proficient with hospital information systems, work order systems and MS Office tools (Excel, Word, PowerPoint).


 

Licensure/Certification Requirements

PREFERRED:

  • Certified Health Care Facilities Manager (CHFM).
