Manager, Benefits - Full Time - Days

Job Summary

The Manager, Benefits manages the hospital’s benefits programs and activities as well as the staff that support these functions. Ensures programs are administered and managed in a fair, accurate and equitable manner consistent with plan designs for health, dental, short and long term disability, life insurance and optional voluntary benefit programs. Serves as a trusted advisor and internal consultant relative to benefit program administration, associated federal and state employment laws, and process improvement. 

Core Job Responsibilities

  • Manages the overall plan administration of all hospital benefits programs including relationships with external suppliers for medical, dental, vision, life insurance, temporary disability and wellness programs. Acts as an escalation point for issue resolution.
  • Leads benefit plan review renewal, implementation, and contracting with new vendors. Develops specifications for new plans or modify existing plans to maintain company's competitive position in labor market, and obtain uniform benefits package for all company locations, where possible. Assists in the development and cost analysis of company bargaining proposals for employee benefits and analyze union benefits demands. Ensures benefit programs are aligned with employee interest and value.
  • Oversees day-to-day processing of benefits-related data. Responsible for the integrity and accuracy of data, and the efficiency of benefits related activities. 
  • Manages the hospital's annual enrollment processes. 
  • Oversees administration of leave of absence and disability programs (FMLA, Paid Family Leave, Covid Leave and Workers Compensation). Provides education and guidance to management and employees. 
  • With legal consultation, prepares and executes benefits documentation, such as original and amended plan texts, benefit agreements and insurance policies. Instructs insurance carriers, trustees and other 
  • administrative agencies outside the company to effect changes in benefits program. Ensures prompt and accurate compliance.
  • Creates content for employee communications and benefit policies. Effectively communicates the provisions and value of benefit programs so that employees make informed benefit choices.
  • Manages the performance of vendors who provide services to ensure they are operating within defined service levels and budget parameters. 
  • Serves as an internal consultant and expert relative to benefit program policies, procedures as well as federal and state employment laws. 
  • Manages the organization's compliance with respect to employee requests for leave of absences consistent with policy and regulations. Collaborates with Employee Health teammates as needed. Ensures company compliance with provisions of applicable regulations including Employee Retirement Income Security Act and the Affordable Care Act. 
  • Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. 
  • Recognizes emerging benefits trends, analyzes implications and recommends appropriate actions. 
  • Supports the development of metrics and reports to evaluate benefits and plan utilization, costs, employee experience and identifies opportunities for improvement in benefits offerings.
  • Evaluates systems to ensure the maximum use of software system capability.
  • With the Director, makes recommendations on employee hires, transfers, promotions, salary changes, disciplinary actions, terminations and similar actions. Resolves grievances and other staff problems in a fair, timely and consistent manner also in partnership with HR leadership. Responsible for the completion of performance appraisals, coaching and feedback.
  • Ensures all benefits staff have the tools, resources and training to work effectively. Proactively shares information as appropriate.
  • Role models and promotes a high level of customer service in all activities.
  • Performs other duties as assigned. 
     

Education/Experience Requirements

REFERRED:

  • Bachelor’s Degree in Business Administration, Human Resources, a related field or equivalent experience.
  • 5 years of experience in benefits administration. 
  • 2 years of supervisory experience.
  • Deep knowledge of health and welfare plans, and leave management. 
  • Strong understanding of federal and state benefits regulations (ERISA, ACA, FMLA, COBRA, etc).
  • Proven experience managing vendors and brokers, with strong negotiation and relationship management skills.
  • Excellent analytical skills.
  • Demonstrated leadership qualities e.g., job knowledge, professionalism and communication skills to lead, guide and motivate others. 
  • Highly proficient with HRIS databases and MS Office.

PREFERRED:

  • Master’s degree in Human Resources or related field.

Licensure/Certification Requirements

PREFERRED:

  • CBP or CEBS certification.
