Job Summary

The Senior Director, Behavioral Health and Community Services will assume a critical leadership position within the organization, reporting to the COO. In this pivotal role, they will closely collaborate with senior executives, including the COO, CNO, CFO and CMO to devise and implement strategies that align with the Mohawk Valley Health System’s short and long term goals, and ensuring coherence with broader organizational priorities. 

The Senior Director will be responsible for leading the development and growth of the Outpatient & Inpatient Behavioral Health strategic and operating plans. In creating the growth strategy, the Senior Director will lead the organization to a differentiated and competitively advantaged position in the sector. The Senior Director will focus on patient experience, quality, safety and effectiveness in shaping MVHS Behavioral Health resources to comprehensively serve Utica and the surrounding communities. The role will have administrative Behavioral Health oversight for Inpatient services, Outpatient services, community partner relationships, and Emergency Department care, including the Comprehensive Psychiatric Emergency Program (CPEP). The Senior Director has overall responsibility for delivering contractual performance guarantees as well as fiscal, administrative, operational and innovation initiatives.  
 

Core Job Responsibilities

Strategic Leadership:

  • In collaboration with the Senior Leadership Team, recommends, develop and implement improvements to Behavioral Health services, strategy and goals.  
  • Develop, monitor and administer revenue generating activities, increasing volume, clinical programs and/or business development achieving positive bottom line results.
  • Create, monitor, and progress key service line metrics and dashboards.  Analyze quality, financial, and other data to objectively measure the performance of Behavioral Health services.

Integrated Health System:

  • Oversees the operations of all MVHS behavioral health programs including the Comprehensive Psychiatric Emergency Program (CPEP), ensuring high-quality and compassionate care for patients.
  • Creates integration between hospital, emergency department and primary care operations to facilitate smooth patient transitions between service lines.
  • Communicates key information to leaders and other departments with respect to managed care, marketplace needs, the competitive environment, cost management and patient/client focused programs or services specific to Behavioral Health.
  • Develops administrative and business policies and procedures for all Outpatient/Inpatient Behavioral Health Services. 
  • Monitors services and programs to ensure that patient needs and contract obligations are being met in accordance with policies and procedures.
  • Supports clinical research and educational programs of MVHS.

Regulatory Compliance:

  • Ensures compliance for all regulatory agencies including but not limited to NIAHO, CMS, NYS OMH, OASAS, OPWDD, DNV, and the Center for Medicare and Medicaid. 
  • Oversees and directs behavioral health risk management activities; oversees systems for data collection and reporting department activity to ensure compliance with internal and external reporting requirements.

Quality Improvement and Patient Safety:

  • Oversees systems and processes to uphold the highest standards of care, patient safety, and evidence-based medicine. Works to ensure the Hospital and clinics maintain the highest quality standards. 
  • Strives to improve all publicly reported indicators.
  • Establishes and monitors clinical guidelines, implements quality improvement programs and processes, and addresses issues related to patient outcomes and safety.

Financial Sustainability and Compliance:

  • Implements strategies to ensure the financial sustainability of the service through operational oversight.
  • Develops an effective operating budget; monitors expenses to make sure they are in line with the budget.

Public Health Advocacy:

  • Engages in public health advocacy, representing MVHS in discussions on public health policies, participating in community outreach programs, and promoting behavioral health awareness. 
  • Develops collaborative relationships with community agencies, coalitions, resources and behavioral health facilities. 

Other Responsibilities:

  • In partnership with leadership and Human Resources, makes decisions related to performance management, hiring, transfers, corrective actions, terminations, etc.  Resolves staff issues and grievances in a fair, timely and consistent manner, also in partnership with HR.  Facilitates and promotes employee growth and development.
  • Promotes and encourages teamwork among departments and staff. Communicates ideas and goals clearly and is an effective listener. Proactively shares information throughout the function and organization. Fosters constructive feedback and effective coaching. 
  • Performs related duties.

Education/Experience Requirements

REQUIRED:

  • Bachelor’s Degree in a related field. 
  • 8 years of experience in a behavioral care setting. 
  • 5 years of progressive leadership / administrative experience.
  • Recognized as a dynamic, transformative and exceptional thought leader with extensive experience in the Behavioral Health space.
  • Knowledgeable in all regulatory requirements (agencies).
  • Proven motivational leader who can staff and build high-performing teams for success.
  • Strong analytical and organizational skills in a multiple site environment (inpatient/outpatient).
  • Afterhours and weekend work required on a regular basis to attend community events and round on off hours. 
  • This is an on-site position, not remote or hybrid.
     

PREFERRED:

  • 15 years of progressively responsible experience in a multi-site behavioral health environment.
